한국 낚시 vs 뉴질랜드 낚시: 배 예약·비용·면허, 이렇게 달라요

한국에서 배낚시를 다니던 분이 뉴질랜드에서 배를 예약하려고 하면 요금표부터 낯설어요. "share charter"와 "private charter"로 값이 나뉘고, 낚싯대와 미끼가 포함인지도 업체마다 다르거든요. 이 글에서는 면허, 배 예약, 비용, 잡을 수 있는 양, 안전 규정을 두 나라의 법과 공식 안내로 견줘요. 먼저 결론부터 말하면, 바다낚시는 두 나라 모두 개인 면허가 없고 뉴질랜드는 민물만 유료 면허예요. 배낚시 값은 한국이 제가 아는 범위로 한 사람에 7만~12만 원쯤이고, 뉴질랜드 합승은 업체 다섯 곳의 요금표로 한 사람에 $75~450이에요.

면허: 바다는 둘 다 필요 없고, 뉴질랜드 민물만 유료예요

한국의 낚시 기본법은 낚시 관리 및 육성법이에요. 이 법에는 낚시하는 사람 개인의 면허나 허가 조항이 없어요. 허가·등록·신고를 받는 쪽은 낚시터나 낚싯배를 운영하는 사업자예요.

뉴질랜드도 바다는 같아요. 1차산업부(MPI)가 낚시 규정 안내에 바다낚시는 면허가 필요 없고, 호수와 강에서 하는 민물낚시는 면허가 필요하다고 적어 놨어요.

민물 면허는 Fish & Game에서 사요. 어른 시즌권이 $158(약 11만 8천 원), 1일권이 $25(약 1만 9천 원)예요. 뉴질랜드에 살지 않는 사람은 시즌권 $273(약 20만 5천 원), 1일권 $39(약 2만 9천 원)로 더 비싸요. 타우포 지역은 DOC 면허가 따로 필요하고요. 면허 종류와 사는 순서는 뉴질랜드 송어 낚시 글에 정리해 뒀어요.

배낚시 예약: 한국은 승선자명부, 뉴질랜드는 합승과 전세

한국에서 낚싯배를 타면 승선자명부를 써요. 법으로 정한 절차예요. 낚시어선업자는 승객에게 명부를 쓰게 하고 신분증으로 내용을 확인해야 하고, 승객이 정당한 이유 없이 거부하면 태우지 말아야 해요. 사업자는 승객 피해에 대비한 보험이나 공제에도 가입해야 해요.

뉴질랜드는 운영자 쪽 제도가 달라요. 돈을 받고 사람을 낚시에 데려가는 차터 운영자는 MPI에 등록해야 하고 해마다 다시 등록해요. 요금을 낸 승객이 탄 출조마다 어획을 전자 보고하고요. 승객이 따로 내는 법정 서류가 있는지는 공식 자료에서 확인하지 못했어요.

예약은 업체 사이트나 예약 페이지, 전화로 하고, 상품은 두 가지로 나뉘어요.

  • 셰어(share charter): 모르는 사람들과 함께 타는 합승이에요. 한 사람 값으로 내요.
  • 전세(private charter, hire whole boat): 배 한 척을 통째로 빌려요. 한국 낚시인이 말하는 독배예요.

합승 배는 생각보다 커요. 타우랑가의 Blue Ocean Charters는 16m 배에 평일 12~25명, 주말에는 최대 30명이 함께 탄다고 안내해요.

업체를 고르기 어렵다면 FishingBooker 앱(사이트)을 써 보세요. 지역·날짜·인원으로 차터를 찾아 견주고, 후기를 읽고, 예약까지 할 수 있어요. 표시 통화가 접속 환경마다 다르니까 뉴질랜드 달러인지는 꼭 확인하세요. 예약 방법은 빠도미 영상에도 있어요.

비용: 한 사람 값과 따로 드는 돈

한국 배낚시 선비는 보통 한 사람에 7만~12만 원쯤이에요. 공식 통계가 아니라 제가 아는 대략의 범위이고, 지역·어종·시즌에 따라 달라요. 정확한 값은 예약 앱이나 선사에서 확인하세요.

뉴질랜드 값은 업체가 올린 요금 그대로예요. 평균이 아니라 이 업체들의 범위예요.

한국 7만~12만 원과 뉴질랜드 다섯 곳의 $75~450을 숫자만 놓고 보면, 뉴질랜드의 싼 쪽 값($75~105, 약 5만 6천~7만 9천 원)이 한국의 아래쪽 값과 비슷해 보여요. 다만 뉴질랜드 범위에는 반일부터 12·24시간 출조까지 섞여 있고 장비 포함 여부도 달라서 같은 조건의 비교는 아니에요.

전세는 사람 수로 나눠 봐야 해요. Northside Adventures의 $1,680을 6명이 나누면 한 사람에 $280(약 21만 원)이에요. 제가 나눠 본 값이에요.

따로 드는 돈도 미리 물어보세요. 표의 포함·추가 칸에 적은 것 말고도, Striker Sea Charters는 릴·미끼·채비·얼음이 든 패키지가 1인 $50(약 3만 7천 원)이에요.

취소 조건도 업체마다 달라요. Tauranga Marine Charters는 출발 48시간 안에 취소하면 예약금을 전부 못 돌려받아요. Warfish Marine Charters는 날씨가 나빠 취소되면 전액 환불이에요.

빠도미가 꼽는 홍합 양식장 배낚시 두 곳

타우랑가에서 출발한다면 이 두 곳을 가는 게 유리해요. 저는 둘 다 가 봤어요.

첫째는 코로만델의 Mussel Barge Snapper Safaris예요. Te Kouma의 Hannafords Wharf에서 떠나 홍합 양식장 사이에서 스내퍼를 노려요. 전세는 반일 $1,400부터, 종일(10시간) $2,700부터예요. 사이트의 Request a Booking에서 신청하고, 출조 30분 전에 부두에 모여요. 낚싯대와 미끼는 표에 적은 대로 추가 요금이에요.

둘째는 오호페의 Ohiwa Fishing Charters예요. 오호페 부두에서 제트보트로 오포티키 홍합 양식장까지 나가요. 합승 요금은 자리 값만이라 미끼·채비·얼음은 직접 챙겨야 해요. 12명이 예약해야 배가 뜨고, 배에서는 현금만 받아요. 날씨로 못 나가면 전날 밤 문자로 알려 줘요. 전세는 반일 $1,100(16명까지)이에요. 사이트 달력에서 날짜를 고르고, 메일로 온 링크를 눌러야 예약이 확정돼요.

잡을 수 있는 양: 금어기·금지체장과 하루 마릿수

한국은 금어기와 금지체장이 낚시인에게도 적용돼요. 어종별 기준은 수산자원관리법 시행령에 있고, 시·도나 시·군·구가 조례로 더 강하게 정할 수 있어요. 어기면 300만 원 이하 과태료예요.

뉴질랜드는 하루에 가져갈 수 있는 마릿수와 최소 체장으로 관리해요. 타우랑가가 들어가는 오클랜드·케르마덱 수역은 한 사람이 하루에 어류를 합쳐 20마리까지예요. 그 안에서 스내퍼는 동쪽 해역 기준 7마리에 최소 30cm, 킹피시는 3마리에 75cm예요.

면허가 없다고 규정이 없는 게 아니에요. 한도는 배가 아니라 낚시하는 사람 한 명 한 명에게 적용돼요. 지역별 숫자와 앱 쓰는 법은 뉴질랜드 바다낚시 규정 총정리에 있어요.

잡은 고기와 안전: 판매 금지, 구명조끼, 금지 구역

잡은 고기를 파는 건 두 나라 모두 금지예요. 한국은 낚시로 잡은 수산동물을 팔거나 팔려고 보관·운반·진열하면 300만 원 이하 과태료예요. 뉴질랜드는 레저 낚시로 잡은 해산물을 사고팔거나 바꾸는 것이 불법이고 벌금이 최대 $250,000(약 1억 9천만 원)이에요.

구명조끼는 한국 낚싯배에서는 승선자 전원이 입어야 해요. 뉴질랜드는 2026년 10월부터 길이 6m 이하 레저 보트에서 운항 중에 탄 사람 모두가 구명조끼를 입도록 전국 규정이 바뀌었어요. 이건 개인 보트 규정이에요. 차터선 승객 규정은 확인하지 못했어요.

낚시를 못 하는 곳도 있어요. 한국은 시장·군수·구청장이 정한 낚시통제구역에서 낚시하면 300만 원 이하 과태료예요. 뉴질랜드는 마린 리저브(해양 보호구역) 안에서 어떤 낚시도 할 수 없어요. 타우랑가 앞바다의 투후아(마요르섬) 마린 리저브가 그런 곳이에요. 갯바위나 방파제에서 할 때는 갯바위·방파제 낚시 안전 수칙도 같이 봐 주세요.

뉴질랜드에서 처음 배를 예약할 때 물어볼 것

  1. 합승인지 전세인지, 몇 명이 함께 타는지
  2. 로드·채비·미끼·얼음이 포함인지, 따로면 얼마인지
  3. 잡은 고기를 손질(필레)해 주는지
  4. 날씨로 취소되면 환불이 어떻게 되는지
  5. 집합 장소와 시간, 점심 제공

영어로는 이렇게 물어보면 돼요.

  • "Is this a share charter or a private charter?"
  • "Are rods, tackle and bait included?"
  • "What happens if the trip is cancelled due to weather?"
  • "Do you fillet the catch?"

Fishing in Korea vs New Zealand: boat booking, cost and licences compared

If you are used to boat fishing in Korea, the price list is the first thing that looks unfamiliar when you try to book a boat in New Zealand. Prices are split into "share charter" and "private charter", and whether rods and bait are included differs from one operator to the next. This post compares licences, boat booking, cost, catch limits and safety rules, using the law and official guidance of each country. The short version: neither country requires a personal licence for sea fishing, and in New Zealand only freshwater fishing needs a paid licence. A boat trip costs roughly 70,000–120,000 won per person in Korea, as far as I know, and a share charter in New Zealand is $75–450 per person on the price lists of five operators.

Won figures are rough conversions at 1 New Zealand dollar = about 750 won (the basic exchange rate in early October 2026). Prices and rules change often, so check the official sites and the operator's page before you go.

Licences: none for the sea in either country, paid for fresh water in New Zealand

Korea's basic fishing law is the Fishing Management and Promotion Act. It has no licence or permit clause for individual anglers. The ones who need a permit, registration or notification are the businesses that run fishing grounds and fishing boats.

The sea is the same in New Zealand. The Ministry for Primary Industries (MPI) states in its fishing rules that you do not need a licence to fish in the sea, but you do need one for freshwater fishing in lakes and rivers.

You buy the freshwater licence from Fish & Game. An adult season licence is $158 (about 118,000 won) and a day licence is $25 (about 19,000 won). People who do not live in New Zealand pay more: $273 for the season (about 205,000 won) and $39 for a day (about 29,000 won). The Taupō area needs a separate DOC licence. Booking a boat: a passenger list in Korea, share or private in New Zealand

When you board a fishing boat in Korea, you fill in a passenger list. It is a legal step. The operator must have each passenger fill in the list and must check it against ID, and must refuse boarding to anyone who declines without good reason. The operator must also carry insurance or mutual-aid cover for harm to passengers.

In New Zealand the system on the operator's side is different. A charter operator who takes people fishing for payment must register with MPI and re-register every year. The operator also files an electronic catch report for every trip with fare-paying passengers. I could not confirm in official material whether passengers have any legal paperwork of their own.

You book through the operator's website, a booking page, or by phone, and there are two kinds of trip.

  • Share charter: you join people you do not know and pay a per-person price.
  • Private charter (hire whole boat): you hire the entire boat. Korean anglers call this a "dokbae".

Share boats are bigger than you might expect. Blue Ocean Charters in Tauranga says its 16 m boat carries 12–25 people on weekdays and up to 30 at weekends.

If you find it hard to choose an operator, try the FishingBooker app (or website). You can search charters by place, date and group size, compare them, read reviews and book. The currency shown depends on where you connect from, so check that the price is in New Zealand dollars. My channel also has a video on how to book a fishing boat (in Korean).

Cost: the per-person price and the extras

In Korea a boat trip usually costs roughly 70,000–120,000 won per person. That is not an official statistic. It is the rough range I know, and it varies by region, target species and season. Check the exact price in a booking app or with the boat operator.

The New Zealand prices are as the operators list them. This is the range for these operators, not an average.

Put Korea's 70,000–120,000 won beside the $75–450 of the five New Zealand operators and the cheaper New Zealand prices ($75–105, about 56,000–79,000 won) look similar to the lower end of the Korean range on paper. But the New Zealand range runs from half-day trips to 12-hour and 24-hour trips, and gear may or may not be included, so it is not a like-for-like comparison.

For a private charter, divide by the number of people. Northside Adventures' $1,680 split six ways is $280 each (about 210,000 won). That is my own division.

Ask about the extras in advance. Beyond what the table lists, Striker Sea Charters has a package of reel, bait, tackle and ice for $50 per person (about 37,000 won).

Cancellation terms differ too. With Tauranga Marine Charters, cancelling within 48 hours of departure forfeits the whole deposit. Warfish Marine Charters gives a full refund if the trip is cancelled for bad weather.

Two mussel farm charters Bbadomi picks

If you set out from Tauranga, these two are the ones worth going to. I have been to both.

The first is Mussel Barge Snapper Safaris in Coromandel. It leaves from Hannafords Wharf at Te Kouma and targets snapper among the mussel farms. A private charter is from $1,400 for a half day and from $2,700 for a full day (10 hours). You apply through Request a Booking on the website and meet at the wharf 30 minutes before the trip. Rods and bait are extra, as in the table.

The second is Ohiwa Fishing Charters in Ōhope. It goes by jet boat from Ōhope Wharf out to the Ōpōtiki mussel farm. The share price is for the spot only, so you bring your own bait, tackle and ice. The boat sails once 12 people have booked, and it is cash only on board. If the weather stops the trip, they text you the night before. A private charter is $1,100 for a half day (up to 16 people). You pick a date on the website calendar, and the booking is confirmed only when you follow the link they email you.

How much you can keep: closed seasons and sizes vs daily bag limits

In Korea, closed seasons and minimum sizes apply to recreational anglers as well. The species-by-species standards are in the Enforcement Decree of the Fisheries Resources Management Act, and a province, city, county or district can set stricter ones by ordinance. Breaking them carries an administrative fine of up to 3 million won.

New Zealand manages it with daily bag limits and minimum legal sizes. In the Auckland and Kermadec area, which includes Tauranga, one person can take a combined total of 20 finfish a day. Within that, snapper on the east coast is 7 fish with a minimum of 30 cm, and kingfish is 3 fish at 75 cm.

No licence does not mean no rules. The limit applies to each person fishing, not to the boat. The numbers by area and how to use the app are in my guide to New Zealand sea fishing rules.

Your catch and your safety: no selling, lifejackets, closed areas

Selling what you catch is banned in both countries. In Korea, selling fish caught by angling, or storing, transporting or displaying it for sale, carries an administrative fine of up to 3 million won. In New Zealand it is illegal to buy, sell or swap recreationally caught seafood, and the fine is up to $250,000 (about 190 million won).

On a Korean fishing boat, everyone on board must wear a lifejacket. In New Zealand, a nationwide rule from October 2026 requires everyone on a recreational craft of 6 m or less to wear a lifejacket while it is under way. That is a rule for private boats. I could not confirm the rule for charter passengers.

There are also places where you cannot fish. In Korea, fishing inside a fishing control zone designated by the head of a city, county or district carries an administrative fine of up to 3 million won. In New Zealand, no fishing of any kind is allowed inside a marine reserve. The Tūhua (Mayor Island) Marine Reserve off Tauranga is one. What to ask when you book a boat in New Zealand for the first time

  1. Whether it is a share or a private charter, and how many people will be on board
  2. Whether rods, tackle, bait and ice are included, and how much they cost if not
  3. Whether they fillet the catch
  4. What the refund is if the trip is cancelled for weather
  5. The meeting place and time, and whether lunch is provided
