뉴질랜드 바다낚시 규정 총정리: 체장·마릿수와 NZ Fishing Rules 앱 쓰는 법
뉴질랜드 바다에서는 낚시 면허 없이 누구나 낚싯대를 드리울 수 있습니다. 하지만 면허가 없다고 규정까지 없는 것은 아닙니다. 이 글에서는 바다낚시에 공통으로 적용되는 규칙(판매 금지, 하루 마릿수, 최소 체장, 금지 구역), 물고기 길이를 재는 올바른 방법, 셋라인(콘티키·롱라인) 바늘 제한을 정리합니다. 무료 공식 앱 NZ Fishing Rules로 내 지역 규정을 찾는 순서와, 지역마다 얼마나 다른지 보여 주는 스내퍼(참돔) 비교표도 함께 담았습니다.

1. 바다는 면허 불필요, 민물은 면허 필요
뉴질랜드 1차산업부(MPI, 수산 담당 Fisheries New Zealand)는 "뉴질랜드 주변 바다에서 낚시하는 데는 면허가 필요 없다"고 안내합니다. 반면 호수와 강에서 하는 민물낚시는 면허가 있어야 합니다. 송어·연어 같은 민물 스포츠 어종 면허는 Fish & Game NZ가 발급하고, 타우포(Taupō) 지역은 자연보존부(DOC)가 따로 관리합니다. MPI 낚시 규정 안내, Fish & Game 면허 안내
정리하면, 바다낚시는 면허 걱정 없이 시작할 수 있지만 법적으로 규정을 지킬 의무는 그대로 있습니다. MPI는 규정이 자주 바뀌고 지역마다 다르니 "낚시하러 갈 때마다" 확인하라고 적고 있습니다.
2. 어느 지역에서나 적용되는 네 가지 규칙
MPI는 레저 낚시 지역을 여러 곳으로 나누고, 지역마다 규정을 따로 정합니다. 그래도 모든 지역 규정에는 최소 체장, 하루 마릿수, 낚시 금지 구역, 특별 제한(그물·도구 금지 등)이 공통으로 들어갑니다. 여기에 판매 금지가 더해집니다.

자주 하는 오해 두 가지를 짚어 두겠습니다. 첫째, 함께 오지 않은 가족이나 친구 몫까지 더 잡아 가는 것은 안 됩니다. 현장에 있던 사람만 마릿수에 셀 수 있기 때문입니다. 둘째, 많이 잡아서 남는 고기를 이웃에게 파는 것도 불법입니다. 돈을 받는 것뿐 아니라 다른 물건과 바꾸는 것(swap)도 금지 대상에 들어갑니다.

3. 물고기 길이는 이렇게 잽니다

MPI 기준으로 어류 길이는 코끝부터 꼬리지느러미 가운데(가운데 줄기, 또는 V자로 오목한 곳)까지 잽니다. 꼬리 끝의 가장 긴 부분까지 재는 것이 아니므로, 기준선에 걸친 고기는 생각보다 짧게 나올 수 있습니다. MPI 측정·방류 안내
- 물고기를 평평한 자 위에 눕히고, 코끝을 자의 0 눈금(끝 받침)에 맞춥니다.
- 입을 벌리거나 몸을 늘리지 않고 자연스럽게 둡니다.
- 꼬리지느러미 가운데 V자 지점의 눈금을 읽습니다.
- 내 지역 최소 체장보다 작으면 바로 돌려보냅니다.
손 뼘으로 대 보는 것은 대략적인 가늠일 뿐입니다. 앱에는 손으로 재는 법 영상도 있지만, 기준선 가까운 고기는 자로 재는 편이 안전합니다. MPI 수산 사무소에서는 재고가 있을 때 물고기 자, 파우아 측정기 등을 받을 수 있습니다. 조개와 가재는 재는 방법이 따로 있습니다. 예를 들어 파우아는 껍데기 곡면을 따라가지 않고 평평한 면을 직선으로 재고, 가재는 꼬리 폭을 잽니다.
작은 고기를 돌려보낼 때는 꼭 필요할 때만 물 밖으로 꺼내고, 꺼내 있는 시간을 줄이며, 젖은 손으로 다루고, 필요하면 젖은 부드러운 바닥에 올려 둡니다. 입에 걸린 바늘은 조심해서 빼고, 삼킨 바늘은 줄을 자른 뒤 잡은 곳 가까이에 살살 돌려보냅니다. 작은 고기가 계속 올라오면 바늘을 큰 것으로 바꾸거나 자리를 옮기라고 MPI는 권합니다.
4. 셋라인(콘티키·롱라인) 바늘은 25개까지
셋라인은 긴 원줄에 바늘 달린 짧은 줄 여러 개를 매단 채비로, 드롭라인·롱라인·콘티키가 여기에 들어갑니다. 낚싯대와 릴, 손줄은 셋라인이 아닙니다. MPI가 정한 규칙은 다음과 같습니다.
- 한 사람이 셋라인을 1개보다 많이 쓰거나 가지고 있으면 안 됩니다.
- 셋라인 하나에 바늘은 25개까지입니다.
- 배에서 여러 사람이 셋라인을 쓰더라도 그 배에서 쓰거나 싣는 셋라인은 2개까지입니다.
- 줄에 단 부표에는 낚시하는 사람의 이니셜과 성을 알아보기 쉽고 지워지지 않게 적어야 합니다. 전화번호도 적어 두면 좋습니다.
- 마린 리저브와 Conservation Act 1987로 보호되는 구역에서는 셋라인을 쓸 수 없습니다.
빠도미 채널에서도 콘티키·롱라인 바늘은 최대 25개이고, 마린 리저브 안이 아니라 경계 바깥에서 낚시한다고 설명해 왔습니다. 드론으로 채비를 멀리 보내는 경우에도 바늘 수와 금지 구역 규정은 똑같이 적용됩니다. 그물(셋넷)은 별도 규정이 있고, 일부 지역은 아예 금지이니 앱에서 따로 확인하세요.
5. NZ Fishing Rules 앱 사용법

MPI가 만든 NZ Fishing Rules 앱은 무료이며 Apple과 Android 기기에서 쓸 수 있습니다. App Store, Google Play, MPI 앱 안내
앱으로 할 수 있는 일은 이렇습니다.
- 지역 규정 확인: 최소 체장, 하루 마릿수
- 낚시 금지 구역 확인
- 조개를 채취해도 안전한 곳 확인
- 어종 식별(내 지역에서 흔한 어종인지 포함)
- 밀렵 신고
- 영상: 작은 고기 방류법, 손으로 재는 법, 가재 암수 구별법
추천하는 사용 순서는 다음과 같습니다.
- 집에서 앱을 설치하고 자동 업데이트를 켜 둡니다. MPI도 자동 업데이트를 권장합니다.
- 낚시할 곳이 어느 규정 지역에 속하는지 고릅니다. 같은 도시 근처라도 해안에 따라 기준이 달라질 수 있습니다.
- 잡고 싶은 어종의 최소 체장과 마릿수, 지역 합계 한도를 확인합니다.
- 금지 구역 지도에서 마린 리저브와 임시 폐쇄 구역을 확인합니다.
- 통신이 안 되는 곳에 가기 전에 앱을 한 번 열어 최신 정보를 받아 둡니다. 앱은 네트워크가 없어도 작동합니다.
- 현장에 도착하면 낚시터 표지판도 함께 봅니다.
앱 말고도 MPI 웹사이트의 지역별 규정 페이지, 지역 MPI 수산 페이스북 페이지, 레저 낚시 메일링 리스트, 수산 사무소에서 규정을 확인할 수 있습니다.
6. 지역별 차이: 스내퍼 비교표
같은 스내퍼라도 지역에 따라 최소 체장과 마릿수가 크게 다릅니다. 아래 표는 MPI 지역 페이지에서 2026년 9월 30일에 확인한 예시입니다. 모든 수치는 게시 전과 출조 전에 다시 확인해야 하며, 최종 판단은 앱으로 하세요.

규정은 실제로 자주 바뀝니다. 예를 들어 오클랜드·케르마덱 지역 페이지에는 2026년 3월 12일부터 시작된 오마하 베이·카와우 베이·왕가파라오아 반도의 2년 채취 금지, 2026년 4월 1일부터 파렝가렝가 하버~케이프 로드니 구간의 스파이니 락랍스터 채취 금지, 2026년 10월 15일부터 예정된 아히파라 타우로아 반도 파우아 2년 금지가 최근 변경으로 올라 있습니다(2026-09-30 확인, 게시 전 재확인).

New Zealand sea fishing rules: size limits, catch limits and the NZ Fishing Rules app
Anyone can fish in New Zealand's sea without a licence, but that does not mean there are no rules. This guide covers the rules that apply to saltwater fishing everywhere (no selling, daily catch limits, minimum sizes and closed areas), how to measure a fish correctly, and the hook limit for set lines such as kontikis and longlines. It also walks through the free official NZ Fishing Rules app and includes a snapper comparison table showing how much the rules vary by area.

1. No licence for the sea, a licence for freshwater
The Ministry for Primary Industries (MPI, through Fisheries New Zealand) states that you do not need a licence to fish in the sea around New Zealand. You do need one for freshwater fishing in lakes and rivers. Fish & Game NZ issues licences for sports fish such as trout and salmon, while the Taupō fishery is administered separately by the Department of Conservation (DOC). In short, you can start sea fishing without a licence, but you are still legally required to follow the rules. MPI says rules change regularly, differ around the country and should be checked each time you go fishing.
2. Four rules that apply in every area
MPI divides recreational fishing into several areas, each with its own rules. Every area's rules cover minimum sizes, catch limits, closed areas and special restrictions (such as bans on nets or certain gear). On top of that, selling is always prohibited.

| Daily catch limit | The number one person can take or possess each day. Only people who were present when the catch was taken can count it in their limit. Shellfish you eat during the trip also count. |
| Size limit | Set so that species can breed at least once. Uneaten shellfish such as pāua and scallops must stay in their shells so fishery officers can measure them. |
| Closed or restricted areas | Marine reserves, taiāpure and mātaitai reserves may be closed or restricted. |
Two common misunderstandings: you cannot catch extra for family or friends who are not with you, because only people present can count the catch. And selling your surplus is illegal; swapping it for goods is also covered.
Penalties are real. According to MPI, infringement fines go up to $500, court fines can reach $10,000 or $250,000, and fish, gear and property used in the offence (including boats and vehicles) can be seized. MPI penalties
3. How to measure a fish

MPI measures finfish from the tip of the nose to the middle ray, or 'V', of the tail, not to the longest tip of the tail. A fish close to the limit may measure shorter than you expect. MPI measuring and releasing guide
- Lay the fish flat on a ruler with its nose against the zero end.
- Keep it in a natural position without opening the mouth or stretching the body.
- Read the length at the centre 'V' of the tail.
- If it is under your area's minimum size, release it straight away.
A hand-span check is only a rough guide. The app includes a hand-measuring video, but for fish near the limit a ruler is safer. When available, MPI fisheries offices hand out fish rulers and pāua measures. Shellfish and crayfish are measured differently: pāua along the flat face in a straight line rather than over the curve, and crayfish by tail width.
When releasing undersized fish, only take them out of the water if you need to, keep the time short, handle them with wet hands and place them on a soft, wet surface if necessary. Remove the hook carefully from a lip-hooked fish, cut the line for a gut-hooked fish and return it gently close to where it was caught. If you keep catching small fish, MPI suggests a larger hook or a new spot.
4. Set lines (kontikis, longlines): 25 hooks maximum
A set line is a main line carrying several short hooked lines; this includes drop lines, longlines and kontikis, but not rod-and-reel or hand lines. MPI's rules:
- No person may use or possess more than one set line.
- A set line may carry no more than 25 hooks.
- Where more than one person uses set lines from a vessel, no more than two may be used, set or held on board.
- Surface floats must be marked clearly, legibly and permanently with the fisher's initials and surname; a phone number is also useful.
- Set lines are banned in marine reserves and areas protected under the Conservation Act 1987.
The Bbadomi channel has also explained that kontiki and longline hooks are limited to 25 and that it fishes outside marine reserve boundaries, not inside them. Sending a rig out by drone does not change the hook limit or closed areas. Set nets have separate rules and are banned in some places, so check them in the app.
5. Using the NZ Fishing Rules app

MPI's NZ Fishing Rules app is free for Apple and Android devices. App Store, Google Play, MPI app page
With the app you can:
- check local rules, including minimum sizes and catch limits
- see areas closed to fishing
- check where it is safe to collect shellfish
- identify fish species and whether they are common in your area
- report poachers
- watch videos on releasing undersized fish, hand measuring and sexing crayfish
A suggested routine:
- Install the app at home and turn on automatic updates, as MPI recommends.
- Choose the fishing area that covers your spot. Rules can differ between coasts even near the same city.
- Check the minimum size, daily limit and combined limit for your target species.
- Check marine reserves and temporary closures on the closed-area map.
- Open the app before heading out of coverage so it downloads the latest updates. It works without a network.
- Read any signs at the fishing spot as well.

6. Regional differences: snapper comparison
Snapper limits vary widely between areas. The table below is an example checked on MPI regional pages on 30 September 2026. Recheck every figure before publication and before fishing, and use the app for the final word.

In all three areas, species limits sit within a combined daily limit of 20 finfish per person (excluding specified baitfish and freshwater eels). Some mātaitai reserves in the Challenger area have a lower combined limit of 10. Sources: Auckland and Kermadec rules, Central rules, Challenger rules
The rules really do change. The Auckland and Kermadec page lists recent changes including a two-year closure at Ōmaha Bay, Kawau Bay and the Whangaparāoa Peninsula from 12 March 2026, a spiny rock lobster closure from Pārengarenga Harbour to Cape Rodney from 1 April 2026, and a two-year pāua closure at Tauroa Peninsula, Ahipara, from 15 October 2026 (checked 30 September 2026; recheck before publishing).
7. A Korean-language brochure is available

MPI offers a Korean translation of its brochure on the northern Hauraki Gulf rock pool and coastline closure. It covers the Ōmaha Bay, Kawau Bay and Whangaparāoa Peninsula closure (no taking of invertebrates or seaweed from the rock pools out to 200 metres offshore, with kina excluded). 9. Reporting illegal fishing
Report poaching or suspicious activity to MPI: freephone 0800 4 POACHER (0800 47 62 24), email [email protected], or the online report form. Location, vehicle or trailer registration and boat name all help. Put your own safety first rather than confronting anyone.
