뉴질랜드 송어 낚시: 타우포 DOC 면허와 Fish & Game 면허 차이, 로토루아 규정까지

바다낚시는 면허가 필요 없지만, 호수와 강에서 하는 민물낚시는 면허가 필요합니다(MPI 낚시 규정). 송어 낚시로 많이 찾는 두 지역을 비교하면 다음과 같습니다.

타우포 지역은 타우포 호수와 호수로 흘러드는 지류, 후카 폭포(Huka Falls)까지의 와이카토 강, 쿠라타우·모아황고·오타망가카우 호수를 포함합니다. 로토아이라(Rotoaira) 호수는 타우포 면허로도 안 되고 별도 면허가 필요합니다(DOC 타우포 면허 안내). 로토아이라 면허는 DOC 온라인 스토어의 Lake Rotoaira 면허 페이지에서 따로 삽니다.
타우포 DOC 면허: 종류와 가격
타우포 면허는 7월 1일부터 다음 해 6월 30일까지 유효합니다. 2026/27 시즌은 2026년 7월 1일에 시작했습니다. 아래 가격은 GST 포함 뉴질랜드 달러이며, 2026년 9월 30일 DOC 페이지 기준입니다.

Fish & Game 시즌은 10월 1일에 시작해 다음 해 9월 30일에 끝납니다. 아래 표는 2026년 9월 30일 Fish & Game 웹페이지에 표시된 가격이며, 페이지에는 어느 시즌 가격인지 적혀 있지 않습니다. 확인한 날의 다음 날이 새 시즌 시작일이므로, 사시기 전에 가격을 다시 확인해 주세요. 나이 기준일도 10월 1일이며, 면허는 환불되지 않습니다.

가장 많이 놓치는 점은 12세 미만도 무료 면허를 받아야 한다는 것입니다. Fish & Game 면허는 나이와 관계없이 낚시하는 모든 사람에게 필요합니다. 가족 면허에 이름이 올라 있고 주 면허자가 함께 있을 때만 예외입니다. 해외 방문객은 비거주자 시즌 면허나 비거주자 1일 면허를 사야 합니다.
비거주자 기준은 DOC와 다릅니다. DOC 타우포 면허는 시민이나 영주권자가 아니면 비거주자로 봅니다. Fish & Game은 10월 1일 기준으로 평소 뉴질랜드에 살지 않는 사람을 비거주자로 봅니다. 거주 비자(residence class)·학생·취업 비자을 가지고 구매 직전 12개월 가운데 6개월 이상 뉴질랜드에 살았고, 뉴질랜드가 주 거주지인 사람은 거주자로 볼 수 있습니다(Fish & Game 비거주자 면허). 워킹홀리데이나 다른 비자로 머무는 분은 어느 요금이 맞는지 사기 전에 Fish & Game에 확인해 주세요. 잘못된 종류의 면허는 무면허로 봅니다.
지역 한정 면허는 산 지역에서만 쓸 수 있습니다(Fish & Game 면허 종류, 면허 일반 안내).
온라인으로 면허 사는 순서

- 어디서 낚시할지 먼저 정합니다. 타우포 지역이면 DOC, 그 외면 Fish & Game입니다. 두 곳 모두 가실 거라면 면허 두 개가 필요합니다.
- 타우포 면허: DOC 타우포 면허 온라인 구매에서 삽니다. 결제는 마스터카드와 비자만 됩니다. 문의는 [email protected]로 합니다.
- Fish & Game 면허: Fish & Game 면허 구매 페이지의 온라인 시스템에서 삽니다. 지역 Fish & Game 사무소나 낚시·아웃도어 매장 같은 면허 판매점에서도 살 수 있습니다.
- 거주 구분과 나이를 정확히 고릅니다. 잘못된 종류의 면허로 낚시하면 무면허로 봅니다.
- 면허를 지니고 다닙니다. PDF를 인쇄하거나 휴대폰 화면으로 보여 줄 수 있지만, 사진이 있는 신분증을 함께 지녀야 합니다.
면허는 사유지에 들어갈 권리를 주지 않습니다. 농장을 지나 강에 가야 한다면 땅 주인의 허락을 받아야 합니다.
타우포 규정: 마릿수 8마리, 체장 35cm
2026년 7월 1일부터 타우포의 하루 마릿수가 6마리에서 8마리로 늘었습니다. 송어가 많아 주 먹이인 스멜트(smelt)가 부족해질 수 있다는 우려 때문입니다(정부 보도자료). 주요 규정은 다음과 같습니다(DOC 타우포 규정).
- 최소 체장 35cm: 코끝에서 꼬리 갈라진 곳까지 잽니다. 쿠라타우 호수는 30cm, 와이파키히 강 상류·모아황고·오타망가카우는 최소 체장이 없습니다. 오타망가카우는 55cm를 넘으면 가져갈 수 없습니다.
- 하루 마릿수: 종과 관계없이 대부분 8마리입니다. 오타망가카우는 2마리이고, 쿠라타우·모아황고와 랑이포(Rangipo) 댐 상류의 와이파키히 강은 제한이 없습니다.
- 시간: 매일 오전 5시부터 자정까지만 낚시할 수 있습니다.
- 방법: 로드는 한 번에 1대, 플라이나 루어는 3개까지, 단일 바늘만 씁니다. 플라이나 루어를 여러 개 달 때는 바늘 간격 규정도 있으니 DOC 규정을 확인해 주세요. 미끼는 쓸 수 없고 인공 플라이와 루어만 됩니다.
- 장비: 펠트 밑창 신발은 금지입니다.
- 수역: 강은 대부분 플라이 낚시 전용입니다. 통가리로 강 상류, 와이카토 강(호수 출구~후카 폭포) 등 일부만 스핀 낚시가 됩니다. 타우포 호수는 지류 하구 표지 기둥에서 200m 밖이면 스핀 낚시를 할 수 있습니다.
- 잡은 송어는 사고팔 수 없습니다. 무면허 낚시나 규정 위반은 벌금이나 기소 대상이 될 수 있습니다.

로토루아 호수 규정

로토루아 호수들은 Fish & Game 이스턴 지역에 속합니다. 산란할 강이 부족한 호수가 많아 대부분 방류로 개체를 유지합니다. 로토루아 호수는 방류하지 않지만 잘 잡히는 곳이고, 타라웨라·오카타이나·로토이티는 큰 송어로 알려져 있습니다. 2026-27 이스턴 규정은 2026년 10월 1일부터 시행됩니다(이스턴 2026-27 규정 PDF).
- 로토루아 호수들과 유입 하천의 최소 체장은 350mm입니다.
- 로토루아 호수: 하루 8마리까지이며, 그중 브라운 트라우트는 2마리까지입니다.
- 타라웨라·로토이티·오카타이나·로토마 호수: 하루 8마리까지입니다. 브라운 트라우트 2마리 제한은 붙지 않습니다.
- 로토루아 호수는 연중 열려 있고 플라이와 스핀 낚시만 할 수 있습니다. 미끼 낚시는 안 됩니다.
- 타라웨라·로토이티·오카타이나는 10월 1일부터 6월 30일까지 열립니다. 겨울에는 연안 구역만 따로 열리며, 7월 1일부터 10월 1일까지 이 구역에서는 배에서 낚시할 수 없습니다.
- 규정집에 따로 적히지 않은 수역은 기본적으로 10월 1일~6월 30일, 하루 2마리입니다.
- 자정부터 오전 5시까지는 낚시할 수 없고, 펠트 밑창 신발은 금지입니다.
수역마다 규정이 다르니 가려는 호수를 규정집에서 찾아보시는 것이 가장 정확합니다.

보트를 탄다면: 구명조끼 착용 의무

2026년 10월 9일부터 길이 6m 이하 레저 보트에 탄 사람은 운항 중 모두 구명조끼를 입어야 합니다. 카약과 딩기도 포함되며, 바다뿐 아니라 호수와 강에도 적용됩니다(Maritime NZ). 모든 보트에 탑승 인원만큼 구명조끼를 실어야 한다는 기존 규정도 그대로입니다. 뉴질랜드 호수는 물이 차가우니 크기가 맞는 조끼를 입고 출발해 주세요.
수역을 옮길 때: Check Clean Dry
외래 수초와 해충이 퍼지지 않도록, 다른 호수나 강으로 옮길 때마다 장비와 보트를 정리합니다(Fish & Game Check Clean Dry).
- Check: 장비와 보트에 붙은 풀과 진흙을 떼어 냅니다.
- Clean: 수돗물로 씻고, 흡수성 장비는 10% 세제 물에 10분 담급니다.
- Dry: 48시간 말립니다.

Trout Fishing in New Zealand: Taupō DOC Licence vs Fish & Game Licence, Plus Rotorua Lakes Rules
Here is the point that trips up most people planning a trout trip in New Zealand: the Taupō district needs a Taupō licence from DOC (Department of Conservation), while almost everywhere else needs a Fish & Game licence — and neither one covers the other. A Fish & Game licence won't let you fish Taupō, and a Taupō licence won't let you fish the Rotorua lakes. This guide covers the difference between the two licences, prices, how to buy online, size and bag limits for Taupō and the Rotorua lakes, the basics of fly, spin and trolling, and the new boat lifejacket rule. Prices and rules were checked on the official sites on 30 September 2026 and can change each season, so please check again before you go.

Sea fishing needs no licence, but freshwater fishing in lakes and rivers does (MPI fishing rules). Here is how the two most popular trout areas compare.

The Taupō district covers Lake Taupō and its tributaries, the Waikato River down to Huka Falls, and Lakes Kuratau, Moawhango and Otamangakau. Lake Rotoaira is not covered by the Taupō licence and needs its own licence (DOC Taupō licences). You buy it separately from the Lake Rotoaira licence page in DOC's online store.
Taupō licence (DOC): types and prices
Taupō licences run from 1 July to 30 June. The 2026/27 season started on 1 July 2026. Prices below are in NZD including GST, as shown on the DOC page on 30 September 2026.

- Child: under 18 on 1 July

- Non-resident: anyone who is not a New Zealand citizen or permanent resident. Working holiday makers and tourists pay non-resident rates at Taupō. Fish & Game uses a different test, explained below.
At Taupō, children also need a child licence or must be on a family licence.
Fish & Game licence prices (as listed online on 30 September 2026)
The Fish & Game season starts on 1 October and ends on 30 September. The table below shows the prices listed on the Fish & Game website on 30 September 2026; the page does not say which season they are for. The new season begins the day after they were checked, so please check the prices again before you buy. Ages are also counted as at 1 October, and licences are non-refundable.

The rule people miss most often: children under 12 still need a licence, even though it is free. Everyone who fishes needs a Fish & Game licence regardless of age; the only exception is someone named on a family licence who is fishing with the main licence holder. Overseas visitors must buy a non-resident season or day licence.
Fish & Game defines non-residents differently from DOC. For the Taupō licence, DOC treats the definition differs between DOC and Fish & Game (see above) as a non-resident. Fish & Game treats as a non-resident anyone who, on 1 October, is not ordinarily resident in New Zealand. Someone holding a residence class, student or work visa who has lived in New Zealand for at least six of the previous 12 months, with New Zealand as their main home, may count as a resident (Fish & Game non-resident licences). If you are on a working holiday or another visa, check with Fish & Game which rate applies before you buy. Fishing on the wrong type of licence counts as fishing without one.
A local area licence only covers the region it was bought for (Fish & Game licence options, general licence info).
How to buy a licence online

- Decide where you will fish. Taupō district means DOC; everywhere else means Fish & Game. Fishing both means buying two licences.
- Taupō licence: buy it from DOC's online Taupō licence page. Only Mastercard and Visa are accepted. Questions go to [email protected].
- Fish & Game licence: buy it through the online system on the Fish & Game buy a licence page. Regional Fish & Game offices and licence agents such as fishing and outdoor stores also sell them.
- Pick the right residency and age category. Fishing on the wrong type of licence counts as fishing without a licence.
- Carry it with you. You can print the PDF or show it on your phone, but you must also carry photo ID.
A licence does not give you the right to cross private land. If you need to walk through a farm to reach a river, ask the landowner first.
Taupō rules: 8 fish a day, 35 cm minimum
From 1 July 2026 the Taupō daily bag limit went up from 6 to 8 trout. The reason is concern that high trout numbers could run down smelt, their main food (Government release). The key rules are below (DOC Taupō rules).
- Minimum size 35 cm, measured from the tip of the snout to the fork of the tail. Lake Kuratau is 30 cm; the upper Waipakihi River, Lake Moawhango and Lake Otamangakau have no minimum. At Otamangakau, fish over 55 cm cannot be kept.
- Daily bag: 8 trout of any species in most waters. Otamangakau is 2; Kuratau, Moawhango and the Waipakihi River above the Rangipo dam have no limit.
- Hours: fishing is allowed only from 5 am to midnight.
- Methods: one rod at a time, up to three flies or lures, single hooks only. There is also a rule on hook spacing when you use more than one fly or lure, so check the DOC rules. No bait — artificial flies and lures only.
- Gear: felt-soled footwear is banned.
- Waters: most rivers are fly fishing only. Spinning is allowed only in a few, such as the upper Tongariro and the Waikato River from the lake outlet to Huka Falls. On Lake Taupō you can spin more than 200 m from the marker poles at stream mouths.
- Trout cannot be bought or sold. Fishing without a licence or breaking the rules can lead to an infringement fine or prosecution.

Rotorua lakes rules

The Rotorua lakes are in Fish & Game's Eastern Region. Many lakes lack good spawning streams, so most are kept stocked by release. Lake Rotorua itself is not stocked but has a very high catch rate, while Tarawera, Okataina and Rotoiti are known for big trout. The 2026-27 Eastern regulations take effect on 1 October 2026 (Eastern 2026-27 regulations PDF).
- Minimum size in the Rotorua lakes and their inflowing streams is 350 mm.
- Lake Rotorua: the daily bag is 8, of which no more than 2 may be brown trout.
- Lakes Tarawera, Rotoiti, Okataina and Rotomā: the daily bag is 8. The 2 brown trout limit does not apply.
- Lake Rotorua is open all year for fly and spin fishing only. Bait fishing is not allowed.
- Tarawera, Rotoiti and Okataina are open from 1 October to 30 June. In winter only the shoreline zones open, and from 1 July to 1 October you may not fish from a boat in those zones.
- Waters not listed separately default to 1 October – 30 June with a bag of 2.
- No fishing from midnight to 5 am, and felt soles are banned.
Rules differ from lake to lake, so look up your lake in the regulations booklet.
Three basic methods

On a boat: lifejackets are compulsory

From 9 October 2026, everyone on a recreational boat 6 m or shorter must wear a lifejacket while it is underway. That includes kayaks and dinghies, and it applies on lakes and rivers as well as the sea (Maritime NZ). The existing rule that every boat must carry enough lifejackets for everyone on board still applies. New Zealand lakes are cold, so wear a lifejacket that fits properly.
Moving between waters: Check Clean Dry
To stop pest weeds and organisms spreading, clean your gear and boat every time you move to another lake or river (Fish & Game Check Clean Dry).
- Check: remove weed and mud from gear and boat.
- Clean: wash with tap water, and soak absorbent items in a 10% detergent solution for 10 minutes.
- Dry: leave to dry for 48 hours.
